They only need to be completed by one person, which unlocks the test for all of Egypt.
Levels serve as a "To Do" list for everybody's first 40 hours or so in Egypt. The higher your level, the more choices you will have. By the time you are to level 14, you will have accomplished most of the stuff that you'll have to do sooner or later anyway, and you'll have a good feel for the part of the game that you most enjoy.
Completing the "Welcome to Egypt" tab, which is also called "Principles of Citizenship", gives you your first level.
Level increases are given for the Initation or "Principles" in each of the disciplines.

Principles - Level 1+ shows 7 Coconuts, 49 Cactus Sap, 2 Beetles, 1 Palm Frond, 49 Clay, 700 Thorns and 14 Medium Stones to School/University
Initiation - Identify 35 different species of fauna (plants) within 20 minutes
Test of the Acrobat - Unlock: Dexterity 7 or above to demonstrate this test
Initiation - Be introduced to one each of Initiate Arch, Art, Body, Thought, Worship as well as an Initiate of 6 (or more), as well as a grandson and granddaughter of an Oracle
Test of the Critic - Unlock: Level 13 who has passed initiation of harmony and the following tests must be unlocked: pyrotechnics, Khefre's children, the raeli mosaic and the formal garden
Test of the Freeman - Unlock: Level 14 or above to demonstrate knowledge of this test.
Test of Marriage - You must be level 7 or above to start this test.
Test of the Prophet - Requires a petitioner who has built an Essence of Harmony (?).
Test of Reason - Unlock: Level 10 or above to demonstrate knowledge of this test, plus having judged each of 6 specified Thought buildings.
Test of Souls - Unlock: Level 16 or above to demonstrate knowledge of this test.
Leadership
Principles - Level 1+ guild leader of a 21-people guild (where those members consider it their primary guild)
Initiation - Complete an Initiation Petition, that is a petition that has been signed by 21 people
Principles - Level 2+ shows 1 Clay Lamp, 1 Dried Papyrus, 1 Sharpened Stick, 1 Clay, 1 Stone Blades, 1 Limestone, and 1 Rope to the School/University

Test of the Tomb of the Immortal - Unlock: Level 13 or above and 20 gold foil, 20 limestone, 15 midnightblue paint, 15 gold paint, 20 papyrus paper to demonstrate this test.
Test of the Bijou - Unlock: Level 16 or above to demonstrate this test.
Worship
Principles - Level 2+ shows demonstration items (Grilled Fish and Camel Milk) as part of a group of 21 people. Only the Petitioner needs to carry the items.
Initiation - Follow the steps given in the time-limit
Test of Astrological Alignment - Show 20 small Quartz, 10 medium Quartz, 5 large Quartz and 1 Huge Quartz to UWorship. Once unlocked, the Test of Astrological Alignment is to find a group of 5 people, each aligned with every other. (will be removed for live)
Test of Festivals - Level 14 or above to demonstrate this test.
