Allows the installation of automatic winches into mines, letting them run themselves. Mines can then be tuned, and tuning level affects how many pulls a mine can do before it collapses. Tuning the mine when it is running does not give any effect until the mine is stopped and started again. However, if you stop a mine, it will collapse and need repairs.
